India urgently needs to reform the management of government expenditures, with a view to strengthen the government expenditure-outcome link. This paper focuses on how to improve the management of government expenditures in India. It identifies and articulates the various possible weaknesses in the management of government expenditures, takes a careful look at the Government of India's 2005-06 budget, and presents ideas on how to reform the management of government expenditures and thereby strengthen the government expenditure-outcome link in India.
